If your database is stopped, and is not configured to autostart, then both scheduled and manual incremental backups fail. If your database is configured to autostart, but has not run since the last backup, then a scheduled incremental backup does not proceed as no backup is needed.
However, if your database is configured to autostart, and has run since the last backup, then the database is started with its connections disabled, the incremental backup proceeds, and then the database is stopped.
