Sets the cloud arbiter.

server The cloud server to set as cloud arbiter. Accepts a search query that identifies one cloud server, for example a cloud server
name or ID. (Required)
There can only be one cloud arbiter. To change the cloud arbiter, set another cloud server as the cloud arbiter; the previous
cloud server relinquishes the arbiter role.
Setting the cloud arbiter can result in the cloud being unavailable for a short time.
A cloud arbiter always uses the fixed TCP/IP, HTTP, and HTTPS ports that the cloud server was using when it was set as cloud
A cloud arbiter must be set before a second cloud partner can be defined.
Run the following task to set the cloud server my-server#3 as cloud arbiter:
dbcloudcmd run SetCloudArbiter server="my-server#3"
