DBCLOUDERR_DIAGNOSE_SERVER_NOT_RUNNING

Cannot diagnose the database "%1!" because the cloud server "%2!" is not running (its expected status is "%3!" and its current status is "%4!")

Parameter 1 The database that cannot be diagnosed.
Parameter 2 The cloud server that is not running.
Parameter 3 The expected status of the cloud server.
Parameter 4 The current status of the cloud server.

Probable cause

A Diagnose task was executed on the database that does not have quorum. For the database to have quorum, two out of the three servers (the arbiter server and the cloud servers the primary and mirror databases are assigned to) must be running. A database can only be diagnosed if it would have quorum if it were running. Try starting the specified cloud server and re-running the Diagnose task.
