Upgrades the Cloud Infrastructure to a new version while tenant databases remain available.

If set to 1, proceed with the upgrade even if one or more hosts are not running. The default is 0.
The download cookie identifying the software that the cloud infrastructure is upgrading to. This cloud software is downloaded and installed on all hosts with the same platform as the cloud partners. If no value is specified, the cloud is upgraded to the latest version installed on the cloud partners. The default is NULL.
The download cookie identifying the software that is downloaded and installed on cloud hosts running a different platform than the cloud partners. If no value is specified, all cloud hosts running on a platform different than that of the cloud partners are not upgraded. The cloud version of the non-partner platform must be greater than or equal to the cloud version of the partner platform. The default is NULL.
The partner and arbiter cloud servers must be running. Even if the unconditional parameter is specified, disconnected cloud hosts must have a cloud software version of at least the cloud version being upgraded to.
The parameter values must be specified according to the following format:
