サーバに接続せずにデータベース・サーバを起動します。

db_start_engine 関数と併用する場合のみ

ForceStart を YES に設定する場合、db_start_engine 関数は、すでに動作中のサーバがあってもサーバに接続せずにサーバを起動します。
