If you specify a Notifier configuration file name, or if you do not specify a file name but you have a default Notifier properties
file called config.notifier, the Notifier is configured using that file. This overrides any configuration information that is stored in the ml_properties
table in the consolidated database.
Otherwise, MobiLink uses the configuration information that is stored in the ml_properties table in the consolidated database.
When you use the -notifier option, you start every Notifier that you have enabled.
