The minimum number of administrators is verified when creating, dropping, or revoking roles, locking users manually, or auto-locking a user for exceeding the max_days_since_login option value.

The minimum number of administrators is also verified when changing a user password to null.

Users with non-null passwords are counted as administrators. Changes to the value of this option are allowed only if each role has at least the specified number of administrators. While revoking a role, if the number of administrators falls below the min_role_admins option value, the statement returns an error. Locked accounts are not considered when the number of administrators is being counted. However, an administrator with an expired password is still included in the count.
