In order to be able to shutdown the Outbound Enabler using the "rsoe -s" command locally, the Outbound Enabler is creating a directory on disk for holding a piece of shared memory to communicate the shutdown signal. However the create operation failed. Make sure to use an account with sufficient permission for running the Outbound Enabler.
