This method only affects resumable downloads. (synchronizing with SyncParms.setKeepPartialDownload set to true)
If a communication error occurs during the download phase of synchronization while the KeepPartialDownload parameter is true,
the downloaded changes are retained so that synchronization can resume from the place where the download is interrupted.
This method discards the partial download when you no longer want to resume the download.
