isRestartable 设置为 true 以启用可重新启动的 HTTP。缺省值为 false。
启用可重新启动的 HTTP 后，UltraLiteJ 可容许网络中断，这样同步就不会像在不可靠的网络上一样经常失败。
要使用可重新启动的 HTTP，UltraLiteJ 和 MobiLink 服务器必须已应用 CR#690250。
